The Marine Corps has instructed organizations across all of its echelons to provide authorized personnel with their own Maven Smart System accounts on the applicable networks that they are permitted to access.

This significant expansion of enterprise licensing for Palantir’s AI-powered software platform went into effect Oct. 1, according to an administrative message posted online Tuesday.

“Other guidance such as an updated MSS Implementation Plan will be published separately,” officials wrote.

With roots that trace back over the last decade to Project Maven, MSS is now evolving into the central cornerstone of the U.S. military’s complex plan to consolidate sprawling and fragmented command-and-control assets into a unified operating picture that can speed up commanders’ decision-making.

The platform captures and fuses vast streams of intelligence and other data — including computer vision and object detection from drone videos, satellite imagery, troop records, logistics, and supply chain status — to support real-world combat operations.

In the administrative message released this week, MSS is described as a government-owned, contractor-operated, commercial software platform containing Defense Department-owned data and interfaces “that enable integration of strategic, operational, and tactical data to support all Joint functions.”

A source familiar with the work who requested anonymity to speak about the expansion told DefenseScoop that it’s significant in that it will grant the Marine Corps “unfettered access to MSS unclassified secret and top secret” capabilities, which they said are envisioned to introduce unprecedented interoperability and true situational awareness across any connected battlespace that the service operates in.

MSS has been scaling rapidly across the Defense Department and military services under the second Trump administration. Last year, DOD raised its contract ceiling with Palantir for the technology to nearly $1.3 billion through 2029. Senior officials indicated that the move was necessary to meet “growing demand.”

The Marine Corps has simultaneously been taking major steps to integrate and adopt the AI platform and associated C2 capabilities. Its specialized Task Force Maven and Project Dynamis teams lead efforts to operationalize MSS.

In August, the Corps hosted the Maven Smart System Summit in Virginia, where government and military officials discussed service-wide integration pursuits, including in edge and tactical environments.

“This enterprise licensing provides all assigned and attached personnel at any echelon within the specified commands the ability to gain MSS accounts within those domains they have authorized access,” the new administrative message states.

The message refers to the “Covered units” and their subordinate entities listed in prior MSS integration guidance published by the service last year — with the addition of Marine Forces Reserve Command.

“Fleet Marine Force (FMF) Headquarters as well as Functional and Geographic Marine Forces Command (MARFOR) Headquarters are provided with accounts through their associated Combatant Command Headquarters,” per the latest directive.

Among its instructions to deliver the system licenses, the Corps’ commands are told to designate an MSS implementation lead and determine their counterparts at higher and subordinate echelons.

“Flag-level commands are requested to identify their designated MSS implementation lead/Office of Primary Responsibility (OPR) to Project Dynamis/TF Maven for on-going coordination and support,” officials wrote.

Spokespersons from the Pentagon, Palantir and the Marine Corps did not immediately answer questions from DefenseScoop regarding what prompted the message, the dollar value of the associated contract and other topics.
